Towards URC 2026\u201d<\/strong> took place as part of the IV International Conference <strong>\u201cUkrainian Leadership in Aid\u201d<\/strong>.\n    <\/p>\n  <\/div>\n\n\n  <!-- Intro -->\n  <p>\n    The discussion was moderated by <strong>Dmytro Lyvch<\/strong>, Managing Partner at Civitta Ukraine and Chairman of the Board of EasyBusiness. During the panel, he presented the initial findings of a study on the role of civil society in Ukraine\u2019s recovery architecture.\n  <\/p>\n\n  <p>\n    The study is being conducted by <strong>CIVITTA<\/strong> in cooperation with the <strong>\u0410\u043b\u044c\u044f\u043d\u0441 \u0443\u043a\u0440\u0430\u0457\u043d\u0441\u044c\u043a\u0438\u0445 \u043e\u0440\u0433\u0430\u043d\u0456\u0437\u0430\u0446\u0456\u0439 \u0433\u0440\u043e\u043c\u0430\u0434\u044f\u043d\u0441\u044c\u043a\u043e\u0433\u043e \u0441\u0443\u0441\u043f\u0456\u043b\u044c\u0441\u0442\u0432\u0430<\/strong> and supported by <strong>Refugees International (RI)<\/strong> and the <strong>Center for Disaster Philanthropy (CDP)<\/strong>.\n  <\/p>\n\n  <p>\n    The discussion focused on the transition from fragmented recovery efforts to systemic cooperation between government, business, international partners, and civil society \u2014 particularly in the context of preparations for the <strong>Ukraine Recovery Conference 2026<\/strong>.\n  <\/p>\n\n\n  <!-- Quote card -->\n  <div style=\"background:#F7F7F7; border-left:5px solid #C3A043; border-radius:0 14px 14px 0; padding:26px 30px; margin:36px 0;\">\n    <p style=\"font-size:18px; line-height:1.7; color:#3A3A3A; margin:0 0 16px 0;\">\n      \u201cThe scale of Ukraine\u2019s economy today is disproportionate to the scale of the recovery challenges. According to RDNA5 estimates, recovery needs have already reached $588 billion. That is why we must talk not only about financing or individual projects, but about a new architecture of interaction between government, business, communities, and civil society.\u201d\n    <\/p>\n    <p style=\"margin:0; color:#696968;\">\n      <strong>Dmytro Lyvch<\/strong>, Managing Partner at Civitta Ukraine\n    <\/p>\n  <\/div>\n\n  <p>\n    Dmytro Lyvch emphasized that Ukraine\u2019s recovery is not a linear process. The country is simultaneously moving through phases of humanitarian response, stabilization support, early recovery, large-scale reconstruction, and modernization. This requires entirely new coordination and partnership models.\n  <\/p>\n\n  <p>\n    He also noted that international experience demonstrates a common challenge across many countries: civil society tends to be highly effective during the early stages of response and recovery, but often loses influence during strategic planning and reconstruction phases.\n  <\/p>\n\n  <div style=\"background:#FFFFFF; border:1px solid #E1E4E6; border-radius:14px; padding:26px 30px; margin:34px 0; box-shadow:0 8px 22px rgba(0,0,0,0.04);\">\n    <p style=\"font-size:17px; line-height:1.7; margin:0 0 14px 0;\">\n      \u201cWe are now at a point where we can avoid repeating others\u2019 mistakes. Ukrainian civil society has already developed unique expertise in the context of crisis response and local mobilization. It is also a war for culture, language, history, and identity. And if our international partners openly acknowledge this, we must also explicitly recognize that culture must become part of the recovery agenda.\u201d\n    <\/p>\n    <p style=\"margin:0; color:#696968;\">\n      <strong>Anastasiia Bondar<\/strong>, Deputy Minister of Culture of Ukraine for Digital Development\n    <\/p>\n  <\/div>\n\n  <p>\n    She emphasized that if the cultural dimension is not integrated into reconstruction now \u2014 from schools and shelters to public spaces \u2014 Ukraine risks losing the ability to build resilience and a sense of identity for years to come.\n  <\/p>\n\n  <p>\n    Anastasiia Bondar also referred to the principles of the <strong>New European Bauhaus<\/strong>, an initiative of the European Commission that combines the Green Deal with cultural and social transformation. Accessibility is not only about physical access as such \u2014 it is also about access to services, information, economic opportunities, and participation in community life.\u201d\n      <\/p>\n    <\/div>\n\n    <div style=\"background:#F7F7F7; border-radius:14px; padding:24px 28px; margin-bottom:18px;\">\n      <p style=\"margin:0 0 10px 0;\">\n        <strong>Toomas Tiirs<\/strong>, Reconstruction Advisor at the Embassy of Estonia, emphasized the importance of long-term partnerships and strengthening local capacities.\n      <\/p>\n      <p style=\"margin:0; color:#3A3A3A;\">\n        \u201cWe do not want to simply build structures. We want to build relationships and help communities become more capable. Recovery is not about copying foreign models, but about jointly developing solutions adapted to the Ukrainian context.\u201d\n      <\/p>\n    <\/div>\n\n    <div style=\"background:#F7F7F7; border-radius:14px; padding:24px 28px; margin-bottom:18px;\">\n      <p style=\"margin:0;\">\n        <strong>Volodymyr Zabela<\/strong>, Director of the MHP-Hromadi Foundation, added that recovery must begin with communities themselves and that communities should become active participants in reconstruction rather than passive aid recipients.\n      <\/p>\n    <\/div>\n\n    <div <strong>Oksana Plakhotniuk<\/strong> from GlobalGiving spoke about the transformation of international aid, the importance of supporting local initiatives, and the gradual shift from humanitarian
