“Horizon of Change”: a simulation game for resilient civil society
The “Horizon of Change” game is a tool for those taking their first steps in public activism as well as for experienced professionals who seek continuous improvement. This simulation game from IOM Ukraine helps sharpen problem-solving skills and develop a strategic vision.

“We created ‘Horizon of Change’ as a safe space for risk and reflection. Here, you can ‘live through’ scenarios that in real life could lead to mistakes, burnout, or even a loss of trust. The game allows you to question templates, think outside the box, and open up new horizons for solutions. Most importantly, it changes your way of thinking: from tactical to systemic, from reactive to proactive.”
The Alliance of Ukrainian Civil Society Organizations (Alliance UA CSO) supports this initiative as a tool for strengthening local organizations, which aligns with the localization strategy. Eighteen spots were reserved for community representatives.

What “Horizon of Change” helps to do
- assess the maturity level of a CSO;
- learn about fundraising practices;
- dive into real-life cases from the Ukrainian public sector;
- engage new members in the development of their organizations.

Partnership for localization
The Alliance UA CSO supports and highly values its cooperation with the International Organization for Migration (IOM), as we are united by common values and vision—in particular, promoting the humanitarian aid localization strategy in Ukraine.
Our partnership began with the presentation of the book “Invincible: Stories of Ukrainian Civil Society Organizations During the War.” We are sincerely grateful for this initiative. This publication is an inspiring read and a vital testament to the capacity of Ukrainian civil society.
