On 18 September, the Verkhovna Rada of Ukraine adopted in the second reading and in full Law of Ukraine No. 12010 amending the Law “On Humanitarian Aid” to regulate the activities of humanitarian organizations.

Alliance UA CSO’s Contribution

  • provided expert input;
  • participated in working groups;
  • submitted amendments and clarifications to the draft law.

What the Law Defines

  • for the first time introduces legal definitions of “humanitarian organization”, “humanitarian response”, and “verified humanitarian organization”;
  • sets out a clear procedure for acquiring and revoking the status of a verified humanitarian organization;
  • standardizes the use of vehicles for humanitarian response.

Why This Matters

The reform draws on the practical experience of Ukrainian civil society organizations—members of the Alliance—gained in real operations. We view this law as a foundation for a new philosophy of cooperation among the state, civil society, and humanitarian organizations—based on clear roles, accountability, and partnership.
