On 21-23 October 2024, the Alliance of Ukrainian Civil Society Organisations (Alliance of Ukrainian CSOs) organised an Operational Planning event in Kyiv to support the Localisation Strategy in Ukraine. More than 120 representatives of Ukrainian and international NGOs, donors, UN agencies, government agencies and academia gathered to agree on the steps to implement the Localisation Strategy for the next year.

The event covered four key areas:

        1. Research coordination and knowledge exchange – the creation of a Localisation Progress Bureau to monitor the Strategy’s performance indicators was discussed, as well as the development of a Research Partnership Network for knowledge exchange between Ukrainian and international organisations.
        2. Development of local funds and verification – participants worked on plans to create pooled funds with local leadership to ensure sustainable funding for CSOs and harmonise verification standards for transparency.
        3. Civilian protection and strengthening the humanitarian architecture – initiatives to improve coordination in civilian protection, including the development of new safety standards for humanitarian workers, were presented.
        4. Development of cash-based programmes – focuses on expanding the participation of Ukrainian CSOs in the implementation of cash-based programmes, improving coordination and advocacy.

    The event resulted in an action plan for 2024-2025, which will further strengthen local leadership and engagement of Ukrainian organisations in the humanitarian response and recovery of Ukraine.
